Process abort via zero-depth KEEP_LAST history

Denial of service in eProsima Fast DDS 2.6.x, 2.10.x, 2.11.x, and 2.12.x allows attackers to abort a receiving process. DataReaderHistory::received_change_keep_last calls vector::at(0) on an empty history created by depth 0, and the uncaught out_of_range exception terminates the process. The target DataReader must use KEEP_LAST_HISTORY_QOS with depth and max_samples set to 0 and then receive DataWriter data; the consequence is a process crash only.
