Application crash via unbounded Pack200 attribute parsing

Resource exhaustion in Apache Commons Compress 1.21 through 1.25.0 allows local users to crash an application via a malformed Pack200 file. The Pack200 NewAttributeBands.readNextUnionCase parser loops while appending an unterminated attribute layout to a growing StringBuffer until the JVM heap is exhausted. An application must process attacker-supplied Pack200 content, and the resulting OutOfMemoryError can terminate the hosting Java process.
