Service exhaustion via transport-parameter memory leak

Denial of service in Microsoft QUIC allows remote attackers to exhaust server memory through crafted QUIC transport parameters. The MsQuic server repeatedly decodes peer-supplied transport parameters without releasing earlier allocations, causing memory use to grow until exhaustion. No authentication or user interaction is required; only availability is affected, and a reachable MsQuic server eventually stops serving requests.
