Session disclosure via public-cacheable Set-Cookie responses

Information disclosure in Ruby on Rails Active Storage 5.2.0 through 6.1.7.6 and 7.0.0 through 7.0.8 allows attackers to obtain session cookies. The ActiveStorage::Blobs::ProxyController and ActiveStorage::Representations::ProxyController mark blob responses as public-cacheable without disabling the request session, so Set-Cookie carries a user's session into shared caches. Exposure requires a caching proxy that stores the header; a later requester can receive another user's session and access the application as that user.
