Service interruption via oversized byte-range responses

Denial of service in Rack 1.3.0 through 2.2.8 and 3.0.0 through 3.0.9 allows remote attackers to interrupt service via Range headers. Rack::Utils.byte_ranges accepts overlapping ranges whose combined byte count exceeds the resource size, causing Rack::File to emit more data than the file contains. Unauthenticated network reachability and use of Rack::File or Rack::Utils.byte_ranges are required; oversized responses consume server or network resources.
