Crash via unbounded QUIC ACK allocation

Improper input validation in Firefox before 124 allows remote attackers to crash the browser through a tampered QUIC ACK frame. The Neqo frame decoder reads the attacker-controlled ACK range count and passes it to Vec::with_capacity without enforcing an upper bound. A malicious QUIC server must return the crafted frame to a connecting browser, causing memory exhaustion and a process crash.
