IP blocklist bypass via mixed-radix address parsing

Incorrect mixed-radix IP parsing in Fortinet FortiOS and FortiProxy allows remote attackers to bypass configured IP blocklists. The IP address validation feature mishandles zero characters when parsing numeric address components in different radices, so crafted requests can differ from their blocklist entries. No authentication or user interaction is required, but the attacker must be adjacent to the protected network and an IP blocklist must govern the traffic.
