Unauthorized dashboard comments via unconditional permissions

Authorization bypass in Moodle LMS allows remote authenticated users to add comments to another user's dashboard comments block. The block_comments_comment_permissions function returned post and view permissions as true without verifying that the target user-profile context contained a comments block. A logged-in account and a request to the comments web service are required; the consequence is unauthorized modification of dashboard content.
