Reflected XSS in Esri Portal for ArcGIS 11.1 and earlier allows remote authenticated users to run script in their own browser. Public records do not identify the affected request or parameter; they state only that a crafted string is reflected without safe neutralization. Administrative access and user interaction are required, the code runs only in the submitting administrator's browser, and another user cannot be induced through a crafted link.
