HTML injection in Esri Portal for ArcGIS 11.0 and earlier allows remote attackers to display a phishing message through a crafted URL. The portal renders attacker-controlled message content from the URL, but Esri has not publicly identified the affected handler or disclosed how the input bypasses output neutralization. No authentication is required, but a victim must click the link and then follow the generated message to an arbitrary website; the demonstrated consequence is phishing facilitation rather than script execution.
