Stored XSS in Esri Portal for ArcGIS Enterprise Web App Builder 11.1 and earlier allows remote authenticated users to run JavaScript. A crafted URL is accepted into a shared web map link without sufficient output neutralization and is later rendered as executable script when the link is opened. Creating the stored payload requires high privileges and execution requires a victim to click the link; the resulting script runs in that victim's browser context.
