Arbitrary file write in Cacti before 1.2.27 allows remote authenticated users to execute PHP code through Package Import. The import_package() function in lib/import.php trusts XML-supplied filenames and content, prepends the Cacti base path, and writes files without rejecting traversal sequences. An account with the Import Templates permission can place or overwrite PHP beneath or outside the application path and run it with the web server's privileges.
