Adjacent traffic disclosure via incorrect EncryptKey inheritance

Information disclosure in Cilium 1.14.0 through 1.14.6 allows adjacent attackers to read pod traffic sent outside WireGuard tunnels. In kvstore mode, health and ingress IPCache entries inherit the node resource's EncryptKey; a zero value suppresses WireGuard encryption for those endpoint addresses. Exposure requires external-kvstore and WireGuard configurations plus access to observe affected inter-node traffic; integrity and availability are unaffected.
