Privilege escalation via unchecked self-permission edits

Incorrect authorization in Liferay Portal and Liferay DXP allows remote authenticated users with VIEW permission to edit their own permissions. The User and Organizations control-panel flow fails to enforce authorization when a user changes permissions on the same account. Affected releases are Portal 7.2.0 through 7.4.3.4, DXP 7.4.13, DXP 7.3 before service pack 3, and DXP 7.2 before fix pack 17; VIEW permission is sufficient, and no unauthenticated access is reported.
