Process-memory disclosure via unchecked decoded-pixel copy

Out-of-bounds read in RAWCodec::DecodeBytes in Grassroots DICOM GDCM 3.0.23 allows attackers to crash a processing application. RAWCodec::DecodeBytes copies a length derived from attacker-controlled DICOM dimensions and pixel-format tags from a shorter decoded string without checking its size. Processing a crafted DICOM file triggers the over-read, exposing adjacent process memory and terminating the affected process when the read crosses unmapped memory.
