Navigation process crash via cleanup race

Use-after-free in Nav2 AMCL 1.1.0 through 1.1.17 for ROS 2 Humble allows remote attackers to crash the navigation process. AmclNode::on_cleanup() destroys laser_scan_filter_ before tf_listener_, so an in-flight transform callback reads the freed filter. A transform message must arrive between those resets; the documented result is a heap error and process abort.
