Navigation crash via unchecked costmap dimensions

Buffer overflow in Open Robotics ROS 2 and Nav2 Humble allows local users to crash nav2_controller through a crafted YAML file. Costmap2DROS::getParameters accepts a nonpositive costmap width or height and passes it into allocation logic rather than rejecting the configuration. A local low-privileged user must supply the launch parameters; the resulting allocation can consume tens of gigabytes, stall the host, or terminate navigation.
