Unauthorized child-site actions via dummy membership policy

Incorrect authorization in Liferay Portal and Liferay DXP allows remote authenticated users to add unauthorized child-site members. The security-spring.xml configuration registers DummySiteMembershipPolicy, so the dummy implementation replaces the default policy that enforces parent-site membership. Exploitation requires an authenticated account and a child site with the membership-limiting option enabled; added users can gain permissions for unauthorized child-site actions.
