Service interruption via quadratic content-type parsing

Regular expression denial of service in Rack 0.4 through 2.2.8 and 3.0.0 through 3.0.9 allows remote attackers to interrupt service. The Rack::MediaType SPLIT_PATTERN uses optional whitespace around delimiters, causing quadratic backtracking when splitting a Content-Type value prefixed with long runs of spaces. Any unauthenticated request path that parses the supplied header can occupy a worker for seconds, reducing availability without reading or changing data.
