File disclosure via unrestricted FAL entity persistence

Improper access control in TYPO3 CMS allows remote authenticated users to read names and contents of fallback-storage files. DataHandler accepts direct persistence of sys_file, sys_file_reference, and sys_file_metadata entities without blocking references to legacy storage UID 0. A valid backend account is required, and exposure is limited to files in the public web root that rely on the fallback compatibility layer.
