Cross-principal token disclosure via unchecked server cache

Information disclosure in DIRAC 8.0.0 through 8.0.36 allows remote authenticated users to obtain other principals' access tokens. The TokenManager export_getToken method returns valid entries from a server-wide token cache before applying the later token-issuance authorization path. Any authenticated service caller can consequently receive a token requested by another user or agent and access that principal's protected resources.
