Issue disclosure via unchecked security-level subscription filters

Incorrect authorization in Mattermost Jira Plugin before 4.0.0-rc1 allows remote authenticated users to receive restricted Jira issues. The subscription validator accepts security-level filter values without confirming that the subscribing Jira user can access those levels, while webhook matching forwards issues whose security setting satisfies the untrusted filter. A registered Jira user able to create a Mattermost channel subscription can therefore expose issue content from security levels unavailable to that account.
