Arbitrary file access via unauthenticated fileserver endpoints

Improper authentication in ClearML Server before 1.16.0 allows remote attackers to read, create, modify, or delete stored files. The fileserver accepts direct upload, download, modification, and deletion requests without validating a token or file ownership. Network reachability to the file service is sufficient, and the consequence is limited to files stored by that service.
