AMF crash via empty optional dereference

A null pointer dereference in OpenAirInterface CN5G AMF 2.0.0 and earlier allows remote attackers to crash the AMF via a crafted NGAP response. PduSessionResourceSetupResponseMsg dereferences the empty pduSessionResourceFailedToSetupResponseList optional before constructing it, so decoding the FailedToSetupList can perform an out-of-bounds vector write. The crafted PDU Session Resource Setup Response must reach the AMF over the N2 interface; successful exploitation interrupts cellular service by crashing the AMF.
