MME crash via zero-length EMM message

Reachable assertion in Open5GS 2.7.0 allows remote attackers to crash the MME with a crafted zero-length LTE NAS EMM packet. The ogs_nas_emm_decode function reaches ogs_assert(pkbuf->len) after receiving an EMM payload whose declared message length is zero. Network access to the MME's NAS processing path is sufficient; triggering the assertion terminates the process and interrupts LTE service.
