MME crash via zero-length ESM message container

Reachable assertion in Open5GS 2.6.4 and earlier allows remote attackers to crash the MME with a malformed NAS Attach Request. The emm_handle_attach_request function asserts that the ESM Message Container length is nonzero instead of rejecting an empty field. An unauthenticated mobile device can reach the path by initiating an LTE attachment, and repeated packets can interrupt cellular service.
