Service interruption via zero-length NAS assertion

Reachable assertion in Open5GS 2.6.4 and earlier allows remote attackers to crash the 5G AMF via a crafted NGAP packet. The ogs_nas_5gmm_decode function asserts that the packet buffer length is nonzero instead of rejecting an empty NAS payload. A zero-length NAS 5GMM payload is sufficient; repeated unauthenticated packets can keep the AMF crashing and interrupt cellular service.
