Service crash via missing NGAP information elements

Reachable assertions in Magma 1.8.0 and OAI EPC Federation 1.2.0 allow remote attackers to crash the AMF with crafted NGAP packets. The NGAP_FIND_PROTOCOLIE_BY_ID macro asserts when a decoded ASN.1 payload omits a requested information element instead of returning a null result for rejection. Reachability requires NGAP signaling access as a base station or equivalent core-facing peer; a trigger terminates the AMF and interrupts 5G service.
