AMF crash via unchecked NAS payload offsets

Out-of-bounds reads in Magma 1.8.0 and OAI EPC Federation 1.20 allow remote attackers to crash the AMF with a crafted NAS packet. amf_as_establish_req reads NAS payload offsets 1 and 9 before checking the payload length, so a short packet accesses memory past its buffer. A device able to begin a cellular connection can trigger the crash without a SIM, while Wi-Fi Calling can expose the path to the Internet.
