MME crash via malformed Access Point Name

Reachable assertion in Magma 1.8.0 and earlier allows remote attackers to crash the MME with a malformed Access Point Name IE. The decode_access_point_name_ie function compares an attacker-controlled APN segment length with the remaining IE length and invokes AssertFatal when the segment is longer. An unauthenticated Initial UE Message over S1AP is sufficient, interrupting LTE service when the MME process terminates.
