MME crash via unsigned length underflow

Buffer overflow in Linux Foundation Magma 1.8.0 and earlier allows remote attackers to crash the MME via a malformed NAS packet. In decode_esm_message_container, subtracting decoded bytes from an unsigned length can underflow and bypass validation before decode_bstring reads attacker-controlled bytes. An unauthenticated mobile device can reach the parser through an Initial UE Message, and repeated crashes interrupt cellular service.
