MME crash via unchecked protocol option count

Out-of-bounds write in Magma 1.8.0 and earlier allows remote attackers to crash the MME with a crafted NAS packet. The decode_protocol_configuration_options loop increments num_protocol_or_container_id without limiting it to the 30-element protocol_or_container_ids array, so additional entries write past the array. An unauthenticated device able to deliver the malformed Initial UE Message can repeatedly crash the MME and interrupt cellular service.
