Code execution via inner NAS header confusion

Type confusion in Magma 1.8.0 and earlier allows remote attackers to execute arbitrary code or crash the MME via a crafted NAS packet. The nas_message_decode path decrypts an EMM-framed payload without verifying that its inner header is EMM, then treats an ESM union member as an EMM message. An unauthenticated mobile device can reach the decoder with an Initial UE Message, while Wi-Fi Calling exposure can extend that path to the internet.
