MME crash via unchecked packet-filter length

Out-of-bounds read in Linux Foundation Magma 1.8.0 and earlier allows remote attackers to crash the MME via a malformed NAS packet. decode_traffic_flow_template_packet_filter trusts the packet-supplied filter length and reads fields past the NAS buffer without validating the remaining bytes. No authentication or user interaction is required; repeated packets can keep cellular service unavailable by repeatedly crashing the MME.
