MME crash via unsigned NAS length underflow

Buffer overflow in Linux Foundation Magma 1.8.0 and earlier allows remote attackers to crash the MME with a crafted NAS packet. In decode_pdn_address in PdnAddress.cpp, subtracting a signed decoded count from an unsigned packet length can wrap when the input is too short, bypassing the length check and causing out-of-bounds accesses. An unauthenticated device able to submit an Initial UE Message over S1AP can interrupt cellular service by crashing the MME.
