MME crash via unchecked zero-length NAS field

Out-of-bounds read in Linux Foundation Magma 1.8.0 and earlier allows remote attackers to crash the MME via a crafted NAS packet. decode_protocol_configuration_options reads the first byte of a zero-length Protocol Configuration Options field before checking that input remains. An unauthenticated mobile device can reach the decoder while initiating a cellular connection, and repeated packets interrupt calls, messaging, and data service.
