Admin access retention via concurrent permission mutation

Race condition in GitHub Enterprise Server 3.9 through 3.12 allows remote authenticated users to retain access to detached repositories. A GraphQL permission mutation can complete while repository detachment is in progress, leaving administrator permissions attached after detachment. Exploitation requires an existing administrator and precise timing, and retained access permits unauthorized control and exposure of repository data.
