Unintended missions via stale geofence validation

Race condition in PX4 Autopilot 1.14 and earlier allows remote authenticated users to send aircraft on unintended missions. The navigator asynchronously loads updated geofence data while the mission feasibility checker synchronously validates mission data against a stale geofence. Simultaneous mission and geofence uploads from a ground control station can bypass the no-fly-zone check, allowing stored waypoints to direct an aircraft into a restricted area.
