Flight-path restriction bypass via stale geofence data

Race condition in PX4 Autopilot 1.14 and earlier allows remote authenticated users to bypass geofence mission checks during uploads. The asynchronous geofence loader can lag a simultaneous synchronous mission read, so the feasibility checker evaluates stale fence data. Concurrent mission and geofence updates are required, and accepted waypoints can direct a drone into a no-fly zone.
