Unauthenticated account registration via ineffective disable control

Broken access control in Heimavista Rpage and ePage allows remote attackers to register accounts on sites with registration disabled. In Rpage 5.4.103.20231111 and earlier and ePage 3.0.106.20231112 and earlier, the user-registration page completes requests despite the disabled setting. The required condition is an administrator-disabled registration setting, and the immediate consequence is creation of an unauthorized application account.
