Application crash via malformed DICOM file

Out-of-bounds read in Merative Merge DICOM Toolkit C/C++ 5.0.0 through 5.17.0 allows local users to crash a DICOM application. MC_Open_File reads past its memory buffer when parsing malformed DICOM data, causing a memory access violation. Exploitation requires a vulnerable Windows application to pass attacker-controlled DICOM data to this API; the demonstrated consequence is an application crash.
