Unauthenticated file disclosure via args4j @file expansion

Arbitrary file read in Jenkins Log Command Plugin 1.0.2 and earlier allows remote attackers to read controller files through chat commands. The args4j parser leaves expandAtFiles enabled, replacing an @-prefixed file path in an argument with that file's contents. No Jenkins login is required; access to a configured IRC or Jabber integration exposes the requested file's first line.
