Arbitrary file read in Jenkins 2.441 and earlier and LTS 2.426.2 and earlier allows remote attackers to read controller files via CLI. The CLICommand parsers leave args4j expandAtFiles enabled, replacing an @-prefixed path argument with that file's contents without restricting the path. Attackers without Overall/Read permission obtain the first few lines, while that permission exposes entire files subject to character-encoding limits.
