Denial of service via unbounded parser transactions

Resource exhaustion in Suricata before 6.0.16 and 7.0.0 through 7.0.2 allows remote attackers to cause a service hang via crafted traffic. Multiple application-layer parsers fail to cap live transactions or promptly release completed transaction state, so crafted flows consume disproportionate CPU and memory. No authentication or user interaction is required; sustained resource pressure severely slows packet inspection and can deny service.
