Privilege escalation via missing setup.pl CSRF validation

CSRF in LedgerSMB before 1.10.30 and 1.11.0 through 1.11.8 allows remote attackers to create privileged application users. The setup.pl forms accept state-changing requests without comparing a request token to the administrator's active session. Exploitation requires the target database name and an active setup.pl administrator who submits a crafted request; the resulting account receives full /login.pl rights for one company but no setup.pl access.
