Ticket attachment impersonation via reused comment UUID

Improper authentication in OTRS allows remote authenticated users to add files to another user's pending ticket comment via the internal API. The attachment operation accepts a comment UUID from a different authenticated session and associates the supplied file with the original user's unfinished comment. Exploitation requires knowledge of that UUID during the comment-completion window and results in unauthorized files being attributed to the legitimate user.
