SYSTEM-level file deletion via manipulated directory path

Arbitrary file deletion in Quest KACE Agent for Windows 12.0.38 and 13.1.23.0 allows local users to delete files as SYSTEM. KSchedulerSvc.exe trusts a user-manipulated data-directory path when creating or deleting files, allowing its SYSTEM context to operate on unintended locations. Low-privileged local access and control of that directory data are required; deletion can remove any file accessible to NT AUTHORITY\SYSTEM.
