Local privilege escalation via invalid package persistence

Improper privilege management in Google Android 12, 12L, 13, and 14 allows local users to gain elevated privileges through notification-filter migration. The migrateNotificationFilter method persisted caller-supplied disallowed package names even when package UID lookup failed, leaving invalid entries in notification policy data. A local app can invoke the migration without user interaction or extra execution privileges; successful exploitation elevates privileges on the device.
