Session-key disclosure via repeated AES-GCM nonces

Cryptographic nonce reuse in Consensys Discovery before 0.4.5 allows remote attackers to expose a peer-specific session key. NodeSession supplies the same stored nonce to successive ordinary and random AES-GCM packet headers instead of generating one for every outbound message. The exposure is limited to an individual peer session; the node private key remains secret, and signed ENR records cannot be altered.
