Stored XSS via unescaped SVG attributes

Stored XSS in GeoServer before 2.23.4 and version 2.24.0 allows remote authenticated users to execute JavaScript in another user's browser. StreamingSVGMap.writeLayers writes catalog-controlled layer and style names into SVG id and class attributes without XML escaping. Workspace-level administrator access is required to store the payload, and another user must request the WMS GetMap SVG output while the Simple SVG renderer is enabled.
